工作目的
To manage a team of project discipline engineers, designers and DCCs in CSPC Drawing Office, to assure project engineering and technical assurance are in compliance with CSPC’s PDAM and MOC procedures, and assist in coordinating engineering design, drafting, document control and updating work for all project engineering disciplines including those contracted out to 3rd party engineering consultants.

Budget managed: responsible for project engineering and design budget exceeding RMB20mln per annual.
Direct reports: 7 project discipline engineers and 8 DCCs
Indirect reports: more than 30 including 3rd parties engineering staff in CDI’s home office
Decisions made: assignment of TA3/TA2 based on agreed PDAM’s matrix, ensure fit-for-purpose project engineering and technical assurance are implemented in ASSAI for all projects/plant changes.
工作職責(zé)
1. Ensure compliance to HSE and applicable Engineering Codes and Standards to make the plant a safe place to work in.
2. Manage the drawing office and project discipline engineers to provide within own discipline expertise in terms of technical support to engineering projects and other customers.
3. Manage and control the document control center to ensure easy retrieval and distribution of engineering documents with the aid of Electronic Document Management System (EDMS), data warehouse etc.
4. Manage and control ASSAI (engineering review and control system) to ensure timely review, approval and reporting of engineering review status by TA2/TA2 and take action to expedite when necessary
5. Manage library system for engineering documents.
6. Evaluate new systems and procedures, advise regarding applications and support introduction thereof.
7. Work authoritatively with design institutes and engineering consultants, define performance KPIs, provide quarterly KPIs review, assess contractor/CDIs
performance and take action for continuous improvement to achieve best possible results against agreed standards.
8. Provide monthly engineering manhours worked against plan and develop benchmarking database.
9. Coach subordinates in engineering drafting and design, contributing to their personal and professional development.
任職要求:
1. Educational background: Degree in engineering.
2. Work experience: Minimum 7 years’ experience in project engineering and design in oil, gas and petrochemical industries.
3. Experience with Chinese Design Institutes or international engineering practices.
4. Familiar with National and International design standards and codes such as ASME, GB SH, HG etc.
5. Good experience with engineering design software, such as AutoCAD, SPPID, PDS 2D/3D, INTOOLss, etc.
6. Good design experience in at least one discipline engineering field.
7. Excellent team player and a self-starter.
8. Language proficiency: Able to communicate in English and Mandarin, verbally as well as in writing. English level CET>4 or equivalent.
9. PC skills: Proficient in PC skills. Able to use Microsoft Project to make project schedule.

Its adoption of 13 patents through international bidding ensures it operates on the cutting edge of technology. The majority of its process units are world-scale. Additionally CSPC applies the principles of sustainable development throughout the design, construction and operation of the complex, demonstrating its strong commitment to the community and the environment.
